Both, with a bias toward farming because most playtime is spent there. A Servant that is only strong in a single challenge quest can still be useful; the board just does not put it in S for that reason alone.
Why are supports ranked alongside damage dealers?
Because FGO's damage ceiling depends on support. A support that enables multiple farming setups is as valuable as a damage dealer that clears one node.
What is the best Fgo tier list?
