Not blindly. A cheap vanguard and a reliable healer often matter more in the first twenty stages than a expensive S-tier damage dealer. The maker lets you rank by your own account stage.
Does this include limited operators?
Yes, but the board marks them only by name. If an operator is unavailable, treat the next pick down as the practical target.
